Wes Tolbert
President/CEO
After graduation in 2008, Wes joined The FGS Group (founded by his father Chip Tolbert) as an Estimator/Project Manager. The FGS Group specialized in environmental consulting, contamination assessment, and remediation servicing a wide range of property owners and developers. The FGS Group also owned West Florida Fence; a residential/commercial fence installation business founded in 1996. Wes managed environmental remediation/environmental construction teams from 2008-2010 then later became the Director of The FGS Group’s Construction & Fence Division (operating under the West Florida Fence brand) from 2010-2015. Wes has led and managed the financial and day-to-day operations of West Florida Fence (WFF a division of The FGS Group) since 2012. From 2016 to mid-2017, Wes was the COO of The FGS Group and played a key role in the business’s sale (fence operation was not included) to a national Environmental consulting firm in mid-2017. At that time, West Florida Fence was spun off as a separate company. From mid-2017 to April 2019, Wes served dual roles as VP Operations for Montrose Environmental’s Remediation Division (formerly The FGS Group) and President/CEO of West Florida Fence. In April 2019, Wes left Montrose Environmental and focused full time on his role as President/CEO of West Florida Fence.
Post-2017 transaction-Present, West Florida Fence has continued operations and seen exponential growth and profitability as a standalone entity with Wes serving as President/CEO. West Florida Fence shifted its strategy away from residential to commercial projects/clients with a focus on superior customer service, professionalism, and expertise to capture reoccurring clients and revenue. This period from 2018-2021 saw West Florida Fence grow rapidly.
In 2021, Wes partnered with an equity sponsor to form Perimeter Solutions Group with West Florida Fence as it’s platform business. Perimeter Solutions Group’s strategy is to be the premier turn-key provider of perimeter security including permanent and temporary barriers and fencing, gates, automated access control, and repair services in the Southeast US. PSG strategy includes continued rapid organic growth coupled with strategic M&A for geographic and service offering expansion. Wes has lead PSG as President/CEO through a period of rapid growth and success resulting in 350% growth in Revenue & EBITDA. Through his various leadership and entrepreneurial roles, Wes has developed expertise in operations systems and processes, organizational leadership, M&A, and financial management.
Wes was born and raised in Tampa, Florida. Wes grew up hunting, fishing, and playing sports. Attended and played on every team at Saint Mary’s Episcopal Day School and played football and baseball at Plant High School where he graduated from in 2003. Degree in General Business Administration from University of South Florida, 2008. Wes is married with two children. Wes enjoys coaching and attending his children’s numerous sports and activities. Wes is a life-long, passionate outdoorsman and still hunts and fishes as much as possible.
Robert Lastra
Vice President - Commercial Division/West Florida Fence
After graduation in 2007, Robert worked in the insurance/PEO industry and joined West Florida Fence, A Division of the FGS Group in January of 2010 as a commercial salesman.
From 2010 – 2015 Robert served has a salesman/project manager and was involved in all job aspects from start to finish. This includes cost estimating, proposal preparation, contracting the project, procuring materials, and preparing the production team for installation, and finally invoicing the project when complete and collecting payment. During this time, Robert concentrated on key commercial builder relationships and grew a significant book of business concentrated in West Central Florida.
While still acting as a producer in the company, in 2016 Robert became a partner in the business and moved into a General Manager role overseeing operations, personnel, and sales team. During this time, WFF moved its focus toward commercial projects only, most of which require high security products with complex owners and designs. In 2019, Robert was joined full time by WFF President Wes Tolbert and Robert was named Vice President.

Through his leadership roles and diverse background, Robert has developed expertise in various construction markets trends, estimating, business development, marketing, and sales leadership.
Robert was born and raised in Tampa, Florida where he grew up hunting, fishing, and playing sports. Robert attended and played on every team at Saint Mary’s Episcopal Day School and played baseball at Plant High School where he graduated from in 2003.
Degree in Applied Economics from Florida State University in 2007.
Robert is married with two children. Robert enjoys football season and attending his children’s numerous sports and activities. Robert is a life-long, passionate outdoorsman and still hunts and fishes as much as possible.

Ryan started in the fencing industry at the age of 18 with a pickup truck, a small tractor, and some hand tools doing agricultural fencing and tractor work in Volusia County, Florida. In 2004 he decided to take the next step and incorporate so he could venture into more specialized areas of the fencing industry. Over the course of the next 16 years, Ryan grew Sterling Enterprises, LLC into a premier commercial fence installation business specializing in heavy and specialty commercial projects all over Florida. By 2021 his company, Sterling Enterprises, L.L.C. had grown to a point where his vison and goals were met and it was time to take the next step. In October of 2022 Sterling Enterprises, L.L.C. officially became a part of Perimeter Solutions Group. Ryan is an equity partner in PSG and continues to lead and manage day to day operations of our team in Lake Helen, FL. Ryan has deep experience in commercial fence construction, products, and installation techniques that translates to expertise and service on any project regardless of size, specifications, or application. Through his current position in the company, Ryan has been able to broaden his knowledge in leadership, business development, and organizational strategy.
Ryan was born and raised in Lake Helen, FL. He is married with two children and has a passion for hunting and the outdoors which his family also shares with him. Ryan is a baseball and volleyball dad and when he is not in the woods on his property in Georgia, he is on the sidelines cheering on his kids in their respective sports.
